I believe he's doing it on purpose. Between being steeped in "Cloward Piven", and giving us advance notice (like saying electricity costs will necessarily skyrocket), I can't attribute what he's doing to being accidentally stupid. At some point knowing the consequences ahead of time, and going forwards regardless, indicates that they're not so much "consequences" as they are "goals".
